The Artificial Lift Company Ltd. (ALC), a leading artificial lift service company in the oil and gas industry, has announced the expansion of its premises in Great Yarmouth, which further consolidates its commitment to Norfolk and its operations in the UK.

To further grow its global reach, ALC, which has an existing presence in the UK, is investing in a new 5,500 square foot facility in the town. It is designed to accommodate increased manufacturing, assembly, repair and testing activities, along with supplying additional office space and support services. The new facility is located next to existing world-class well test and prototype test facilities

ALC is expecting to generate up to 10 new posts over the next 12 months, bringing the workforce to more than 20. As part of its investment, new testing and assembly equipment will be installed that will further enhance the firm’s capability and growing worldwide reputation as a leader in rigless ESP (electrical submersible pump) technology and services.

ALC is based in the UK and in Houston, Texas, and is expanding rapidly with offices in Dubai, Bahrain, Kuala Lumpur and deployment facilities in Anchorage, Alaska.

Chief Executive Officer of ALC, Alex Kosmala and Mayor of Great Yarmouth, Barry Coleman, officially opened the new premises on Friday, June 17.

Mr Kosmala said: “Since ALC established itself in Great Yarmouth six years ago, the company has invested heavily in the research and development of our award-winning ESP technology. Great Yarmouth has been good for the business and we have benefited from a loyal, highly skilled and experienced workforce. ALC plans to continue to invest in the local community and economy as we grow our manufacturing, assembly, repair and testing activities.”

Mayor of Great Yarmouth, Barry Coleman, said: “I am delighted to open this extension and welcome ALC’s commitment to and investment in Great Yarmouth. The energy sector has played a central role in the life of the town for decades and the council and partners have responded by doing everything they can to provide a supportive environment for multi-national companies such as ALC.”

A package of investment from Great Yarmouth Borough Council is set to help the Big Society to become a reality, by providing financial and professional support to voluntary groups and local residents.

The package, for the 2011/12 financial year, aims to help the voluntary sector to maintain important and effective services, whilst new national funding streams become available and Big Society opportunities are rolled out.

Since 2009, the council has been complementing national employment support services by supporting a voluntary sector-led consortium to deliver additional employment related services across the Borough.

These services have supported 200 local residents to move away from welfare and into paid employment during the last twelve months.

The Government is currently developing its Work Programme, which will replace the current back to work schemes and which aims to provide a coherent package of support for people out of work.

With the Work Programme not likely to come into place until Summer (2011), the Borough Council has made £100,000 available by investing in an innovative ‘social impact bond’ that will allow the consortium to continue support services in the interim period.

Social Impact Bonds are a way in which a voluntary organisation can raise the capital it needs to deliver public services.

They are a form of loan where the capital and interest are not repaid until the end of a fixed term period. The voluntary organisation agrees to “share” any surplus that is generated from a public sector contract at a fixed rate.

Social Impact Bonds are currently being piloted by the Ministry of Justice, and it is expected that this is a form of investment that the Big Society Bank will be supporting.

Recognising that not all services delivered by the voluntary sector will fit into the Government’s Work Programme, the council has moved to safeguard the future of some services that it knows to be essential to local residents.

A number of services that are provided by the voluntary sector, such as a drop-in centre for vulnerable people and support provided to access volunteering, are to be given £100,000 in total, along with the provision of dedicated support time from the local Voluntary Sector Partnership.

This support will help organisations in a number of different ways – from assessing the organisation’s structure and finances, to helping with business planning, to assisting with the writing of high level bid documents and funding applications.
